City of Blair Regular Council Meeting August 13, 2024 The Mayor and City Council met in regular session in the City Council Chambers on August 13, 2024, at 7:00 PM. The following were present: Brad Andersen, Kirk Highfill, James Letcher, Rick Paulsen, Jim Sandvold, Kevin Willis, and Frank Wolff. Absent: Holly Hafer. Also present were City Administrator Green, Assistant City Administrator Barrow, Director of Public Works Heaton, City Attorney Talbot, Library Director Zarco, HR Manager Guhl, IT Director Frahm, Community Development Director Beiermann, Parks Director Long and Chief Lager. Mayor Rump called the meeting to order at 7:00 p.m. followed by Roll Call and the Pledge of Allegiance. Consent agenda approved the following: 4a) Minutes of the July 30, 2024, Budget Workshop, 4b) Clerk report of Mayoral Action of meeting-No action was taken at this workshop, 4c) City Department reports for July 2024 and 4d) Claims as recommended by the Finance Committee. Jessica Coffman and Jackie Lorenson, Representatives of Region 6, 4715 S. 132nd St., Omaha, NE 68137 appeared before the Mayor and City Council to make their presence known in Washington County. They are part of the Nebraska Strong Recovery Project, an outreach program collaborating with individuals, families, and communities impacted by the recent disasters or large- scale emergencies in the state of Nebraska. Jenny Eriksen, Representative for the Friends of the Jeanette, appeared before the Mayor and City Council for the annual update on the shelter. Council approved the following: Resolution 2024-50 to approve the request from Big Muddy Workshop for an additional $1,130 in structural design fees for the Blair Dog Park; Ordinance 2539 creating an Inland Port Authority within the corporate boundaries and extraterritorial zoning jurisdiction of the City; Resolution 2024-51 renewing the city's Property, General liability, and Worker's Compensation insurance with the League Association of Risk Management (LARM) for 2024-25; Resolution No. 2024-52 approving Amendment No. Five to the Engineering Agreement with HDR Engineering for the Blair Water Treatment Plant Expansion for the development of two revised water main alignments; Resolution No. 2024-5; Resolution No. 2024-53 approving the Supplemental Agreement with Felsburg Holt & Ullevig for Engineering for Environmental Services for the North Bypass Project; Resolution No. 2024-54 approving the Supplemental Agreement with Felsburg Holt & Ullevig for Engineering for Preliminary Engineering Services for the North Bypass Project; Resolution No. 2024-55 approving the installation of stop signs in the Deerfield Subdivision; Resolution No. 2024-56 awarding a bid to Speedee Mart, 1094 S. 19th St., Blair for a fuel contract.; Resolution 2024-57 adopting the annual certification of compliance for the Board of Classifications and Standards for Blair, Nebraska, and the certification form; and Resolution No. 2024-58 approving an Interlocal Agreement with the Washington County for courthouse parking paving along the east side of 16th St. was postponed until an agreement is received from the county. City Administrator Green reported the Blair Street Department installed cross walk signs on 10th St and Jackson St. to help with safety concerns in the area with school starting. Staff have received the 2024 valuation with the real growth coming in substantially lower. The Mayor and Council members have directed Staff to not attend the joint hearing that is required so approximately $140,000 will need to be cut from general fund, debt, and street. The preliminary budget will be presented as the August 27th meeting and will set the public hearing for the budget for September 10 at 6:30 p.m. The Housing Advisory Committee will present their recommendations to the LB840 Committee on Monday, August 19 and to the City Council on August 27, 2024.
