City of Blair Regular Council Meeting July 9, 2024 The Mayor and City Council met in regular session in the City Council Chambers on July 9, 2024, at 7:00 PM. The following were present: Brad Andersen, Holly Hafer, Kirk Highfill, James Letcher, Rick Paulsen, Jim Sandvold, Kevin Willis, and Frank Wolff. Also present were City Administrator Green, Assistant City Administrator Barrow, City Attorney Talbot, Library Director Zarco, IT Director Frahm, Community Development Director Beiermann, and Captain Lyon, Non-Lawyer Assistant Ferrari and Parks Director Long. Mayor Rump called the meeting to order followed by Roll Call and the Pledge of Allegiance. Consent Agenda approved the following: 4a) Approval of Minutes of the June 25, 2024, meeting, 4b) Clerk report of Mayoral Action of meeting, 4c) City Department reports for June 2024 and 4d) Claims as recommended by the Finance Committee. Ordinance 2535 adopting an updated Future Land-Use Map for Tax Lots 45 and 81 in Section 13, Township 18 North, Range 12, All East of the 6th PM, Washington County, Nebraska, changing “Commercial” use to “Industrial” use. Ordinance 2536 amending the City of Blair Zoning Regulations Section 10 by adding Section 1008 SHC – Special Mixed Use Agricultural/Highway Commercial District (SHC), as an overlay district intended to accommodate unique land use and other distinctive characteristics of the east-central area of the Agricultural/Highway Commercial District (A/CH). Ordinance 2537 for a Rezone application submitted by the City of Blair, 218 S 16th Street, Blair, Nebraska for a Special Mixed Use Agricultural/Highway Commercial District (SHC), an overlay on all lots north of Grant Street and south of Washington Street, between 13th Street and both sides of 9th Street, all in the City of Blair, Washington County, Nebraska. Conditional Use Permit submitted by Robert Busboom, 1129 Skyline Drive, Blair, Nebraska, to allow a warehouse with inside packaging of an all-natural and organic humate and enzyme mixture for agricultural use on Lots 4,5 & 6 in Block 86 in the Fourth Addition to the City of Blair, Washington County, Nebraska (202 S. 10th St.) for 10 years if building not purchased, the CUP will not be enforced. Ordinance 2538 amending the Municipal Code, Chapter 6, Article 102, Amending the maximum allowable number of adult dogs or cats per residential unit. City Administrator Green stated the last regular meeting of Housing Advisory Committee will be July 12, 2024, at 11:30 am. This will be the last meeting as the recommendations will be presented to the Planning Commission, the LB840 Advisory Committee and then to the City Council in August. The goal is to have the recommendations adopted to entice developers to come to Blair. July 30 will be the annual budget workshop starting at 6:00 p.m. and the public is invited to attend. Green then updated the Mayor and Council on the events that led to the July 3, 2024, water boil advisory for the customers served by the Blair water system. Dennis Herbold, 1504 Wilbur St., Aimee Cothran, 229 N. 23rd St. and Lisa Kelly, 3348 Adams St., all expressed concerns regarding the communication process the city used in notifying the public. Connie Green, 1616 Adams St., updated the Mayor and Council on the action she took to help notify the public in her responsibility as new director for Blair Radio. The meeting adjourned 8:10 pm.
